So the proposal that has had me feverishly busy since I returned from Nawlins in preparation for submission next Tuesday was at about 76 pages of draft text at 7 this morning. That included a nice 5-page Exec Summary that I tailored extensively yesterday, maybe 25 pages of Management Strategy, 12 pages of Past Performance, 30 pages of Technical Understanding, and Key Staff Resumes. Then an amendment to the solicitation comes out. MIND YOU: this is an amendment to a solicitation that, despite its having been "To be released any day now" for at least three weeks before ACTUAL release, came out with ZERO information in the way of proposal formatting or specifications. And this morning's amendment corrects that by saying "The proposals should be concise and talk only to this requirement... Three pages for management strategy and three pages for past performance and three pages for technical understanding will be sufficient."
